You must complete, sign and submit a Notice of Sale to our office within 30 days of selling a vehicle, vessel or mobile home. The Notice of Sale can be completed either on the back of the Certificate of Title or by using form HSMV-82050 – Notice of Sale and/or Bill of Sale for a Motor Vehicle, Mobile Home, Off-Highway Vehicle or Vessel.

You can surrender your Florida license plate by mail, without having to visit us in person. To surrender your plate, please download, complete and submit the Surrender License Plate by Mail form along with your plate to Orange County Tax Collector, P.O. Box 545100, Orlando, FL 32854. Remember to include your email address as notification of receipt of the surrendered plate will be made via email.
The Department of Highway Safety and Motor Vehicles requires you to surrender your plate if:
- You cancel insurance on your vehicle;
- You sell the vehicle and do not transfer the plate to your new vehicle; or
- You move out of state and register the vehicle in that state.

Document requirements vary depending on whether or not the customer is currently REAL ID compliant in Florida, which is indicated by a star in the upper right-hand corner of the Florida driver’s license or ID card, and their immigration/ residency status. Before You Visit Our Office
- Must be at least 15-years-old;
- Complete the Traffic Law and Substance Abuse Education Course;
- Study the Florida Driver’s Handbook;
- Gather the required documents (see What to Bring); and
- If you haven’t taken and passed the Road Signs & Rules Test, schedule an appointment to take the Written Test; or If you have taken and passed the Road Signs & Rules Test, schedule a Driver’s License appointment.
To obtain an Intermediate Driver’s License, customers must be at least 16-years-old and have held their Learner’s License for at least one year or until their 18th birthday with no traffic convictions and pass the Road Test.
When You Visit Our Office
- Present the required documents (see What to Bring);
- Bring a vehicle
- Provide proof of current Florida Personal Injury Property (PIP) and Property Damage Liability (PDL) insurance; and
- If under 18, bring the completed Certification of Driving Experience of a Minor.
Please bring your:
- Previous registration or registration renewal notice;
- Florida driver’s license; and
- Current proof of Florida Property Damage and Personal Injury Protection insurance issued by a Florida agent or broker.

Various suspensions and violations, such as parking and toll violations, may place a hold on your driver’s license and registration.

There is no charge for a four-year Disabled Parking Permit; the cost for a Temporary Disabled Parking Permit is $15.
