Tax Collector Scott Randolph
Scott Randolph was elected Orange County Tax Collector in November 2012 and reelected in 2016 and 2020. Prior to becoming the Orange County Tax Collector, Mr. Randolph represented Orange County residents in the Florida Legislature where he served as a senior member on the Finance and Tax Committee. As an attorney, Mr. Randolph brings extensive experience in state and local tax policy to the Orange County Tax Collector’s office.
In the ten years that Mr. Randolph has served as Tax Collector, he’s implemented new technologies to improve customer service, streamlined the office’s budget, returned millions of dollars back to taxpayers, and fought to protect small businesses, churches, and non-profits from unfair tax penalties.
Mr. Randolph’s top priority is to serve Orange County taxpayers and customers. He continues to focus on providing faster, more efficient customer service by embracing new technology to improve customer interactions with our offices — and it’s working. The Florida Department of Revenue ranks the Orange County Tax Collector’s Office as the third most efficient tax collector office in Florida.
Mr. Randolph lives in Downtown Orlando with his wife Susannah and their young daughter Hillary.


What does the Tax Collector Do?
The Orange County Tax Collector’s Office serves thousands of customers each day at seven locations across Orange County. The Tax Collector collects and distributes property and business tax revenues, and is responsible for administering all motor vehicle services in Orange County, including the issuance of driver’s licenses, state IDs, tag and title, and hunting and fishing licenses, among other services. These services are performed on behalf of more than 63 taxing authorities and state agencies.
The Orange County Tax Collector has been independently elected since its office was established under Article VIII in the Florida Constitution in 1885. The framers of the Florida Constitution believed that local taxes are best collected at the community level through a locally-elected Tax Collector who is more responsive and accountable to the citizens of the communities in which they serve.
Tax Collectors are state officers elected to carry out specific laws enacted by the Florida Legislature. They are neither agents nor employees of county government and do not carry out any functions of local government that is not authorized by Florida State Statute.
